The "Implementation Opinions of Shanghai on Promoting the Innovative Development of the Smart Computing Cloud Industry (2025-2027)" have been officially unveiled. These opinions are designed to entice overseas enterprises to establish their operations in Shanghai, capitalizing on the pilot initiative to open up the value-added telecommunications sector. This initiative aims to foster the establishment of International Data Centers (IDC), Internet Service Providers (ISP), Content Delivery Networks (CDN), Internet Content Providers (ICP), and other related businesses in the city. Simultaneously, it encourages high-caliber domestic smart computing cloud enterprises to expand their investments in Shanghai and offers crucial service support to eligible enterprises. Furthermore, domestic and foreign smart computing cloud enterprises will receive preferential treatment and tailored guidance, particularly for small and medium-sized enterprises, in areas such as model services and intelligent computing power.
