Recently, the Central Cyberspace Affairs Commission unveiled the “15th Five-Year Plan for National Informatization,” which delineates the trajectory for the nation's informatization development during the 15th Five-Year Plan era. The plan underscores the imperative to embrace a new development paradigm to propel high-quality growth, deeply integrate the strategy of fortifying cyber power, construct a cutting-edge information infrastructure framework, a technological innovation system tailored for cyberspace, and foster a thriving industrial ecosystem within the cyberspace domain. It further emphasizes the enhancement of five key facets, including modern governance and public information accessibility, while solidifying two foundational pillars: security safeguards and regulatory standards.

The plan envisions that by 2030, China will have achieved substantial strides in informatization, characterized by the consolidation and augmentation of its leading edge in information infrastructure. It anticipates the fundamental establishment of a three-dimensional network system spanning land, sea, air, and space, the comprehensive rollout of a next-generation communications network, the timely commercialization of 6G technology, and the near-completion of a national blockchain network. Additionally, the plan outlines initiatives to refine integrated application infrastructure, execute a national blockchain network construction project, expedite the development of a national integrated computing power network, foster the coordinated evolution of computing power, electricity, and networks, optimize the geographical distribution of computing resources, delve into prospective research on space-based computing power, judiciously construct infrastructure for data circulation and utilization, and propel the digital and intelligent transformation of infrastructure across diverse sectors.
