Recently, at the inaugural press conference on the “Data Elements ×” initiative in 2026, the National Data Administration declared that, in the two-plus years since the implementation of the Three-Year Action Plan for “Data Elements ×”, thanks to the vigorous efforts of relevant departments, regions, and all sectors of society, there has been a notable surge in data awareness throughout society. The value of data elements has been unlocked at an ever-increasing speed. By 2025, the total volume of active data across the nation had soared to 1.67 zettabytes, marking a year-on-year increase of 28.46%. The number of enterprise data products and services witnessed a 29.29% growth, accompanied by a 39.8% surge in transaction volumes. The Action Plan has not only met but exceeded its target of establishing over 300 exemplary application scenarios ahead of schedule. To date, a cumulative total of 417 exemplary cases have been published, encompassing 760 scenario guidelines across 11 industry sectors.
