On March 5, the Beijing Municipal Bureau of Economy and Information Technology issued the Implementation Plan for Accelerating the Construction of Pilot-Scale Projects in Advanced Manufacturing Industries, following up on the previously released Several Measures. The plan aims to establish around 30 high-level pilot-scale carriers, including platforms, production lines, and factories, over the next three years to support the development of high-end and sophisticated industries. Focusing on the entire industrialization chain, the plan categorizes and deploys pilot-scale carriers: it supports the construction of major pilot-scale platforms to address the implementation of key technologies and common issues across the industrial chain; it backs the establishment of specialized pilot-scale production lines and innovative pilot-scale factories to facilitate the finalization of new technologies and products and process optimization; and it promotes the development of pilot-scale testing institutions to enhance product consistency and reliability. The plan also proposes strengthening city-district collaboration to create a 'one-district-one-specialty' pattern, advancing pilot-scale capacity building in a differentiated manner to meet the needs of different industries, breaking through key common technological bottlenecks to enhance the self-sufficiency and controllability of technical equipment, and improving market-oriented operational mechanisms to encourage pilot-scale carriers to expand diversified services.
