The General Offices of five key departments, including the Ministry of Industry and Information Technology, have jointly released implementation guidelines aimed at bolstering the information and communications industry's capacity to support the development of low-altitude infrastructure. These guidelines propose several key strategies: enhancing industrial supply capabilities, actively driving the growth of the 5G-Advanced (5G-A) industry, upgrading and refining ground base station infrastructure, expediting the maturation of technologies such as integrated communication and sensing, and reducing equipment costs.

Furthermore, the guidelines underscore the importance of strengthening integrated innovation and equipment research and development (R&D) for low-altitude equipment and information communication. They advocate for advancing the compatibility and verification of 5G and 5G RedCap modules with low-altitude aircraft, as well as exploring the development of integrated modules that combine low-altitude communication, navigation, and surveillance functionalities. These efforts are geared towards accelerating both technological and industrial maturation in this sector.
