Liu Liehong emphasized that the Party Central Committee and the State Council place significant importance on the establishment of a unified national market, offering explicit guidance for the marketization and valuation processes of data elements. At present, the data market is still in its nascent phase, highlighting the necessity of integrating an efficient market with a proactive government role. Drawing inspiration from the developmental trajectories of property rights trading institutions and markets, it becomes imperative to strike a harmonious balance between fostering growth and implementing regulation. This entails refining the data circulation and trading framework, bolstering the competencies of service entities, and promoting innovative endeavors to expedite the formation of a nationally integrated data market.
