This initiative involves bolstering the provision of AI+ capabilities and adhering to a principle of measured progression to facilitate the construction of cutting-edge information infrastructure.

Specific actions outlined by Yang include the establishment of high-efficiency intelligent computing facilities, enhancement of a computing resource system that seamlessly integrates cloud and intelligence—covering both training and inference phases—and the evolution of cloud computing into "cloud intelligent computing". Additionally, there's a push to expedite the transformation of the computing network brain into a "computing network intelligent brain", along with the reinforcement of intelligent computing interconnections and alignment between supply and demand.

Concurrently, China Mobile is set to explore the construction of intelligent computing centers on a 100,000-GPU scale and develop quantum technology infrastructure.
