On September 24, 2025, the Ministry of Commerce, in collaboration with eight other key departments—including the Cyberspace Administration of China and the Ministry of Finance—released a pivotal policy document. This initiative explicitly backs eligible regions, such as the Lingang New Area within the Shanghai Pilot Free Trade Zone and the Hainan Free Trade Port, in their pursuit of developing international data service businesses. In response to the burgeoning trends in service trade, the policy advocates for the establishment of international data centers and cloud computing hubs within free trade pilot zones, the Hainan Free Trade Port, and comprehensive pilot demonstration areas dedicated to expanding the opening-up of the national service sector. These facilities will offer data processing services to enterprises, thereby bolstering China's standing and competitiveness in the global data industry landscape.
