On November 9, 2025, the Ministry of Commerce issued a notice stating that, upon approval, from the date of issuance until November 27, 2026, it will suspend the implementation of the provisions outlined in Notice No. 46 of 2024, which, in principle, prohibits the export of dual-use items related to gallium, germanium, antimony, and superhard materials to the United States, and imposes stricter scrutiny on the export of graphite dual-use items to the United States. However, the regulations prohibiting the export of dual-use items to U.S. military users or for military purposes remain in effect.
