On October 9, 2025, China's Ministry of Commerce rolled out Announcements No. 61 and No. 62, which significantly tightened export regulations throughout the entire rare earth industrial chain. This marks the inaugural inclusion of re-export operations beyond China's borders and the export of related technologies under the purview of these controls.
