Earlier this year, in April, the US government imposed restrictions on AMD, NVIDIA, and other tech firms, prohibiting them from selling advanced AI graphics cards, notably the exclusive H20 and MI308 models, to China. Following a series of negotiations, the US announced a partial lifting of these restrictions in July. However, this reversal came with a stipulation: the affected companies would be required to remit 15% of their sales proceeds from China to the US government. This unprecedented measure established a new precedent where monetary payments are tied to the granting of export licenses.
