On October 16, 2026, the Ministry of Commerce, in collaboration with the Ministry of Science and Technology, jointly released Announcement No. 48. This announcement sought public input on the proposed revisions to the 'Catalogue of Technologies Subject to Export Prohibition and Restriction' and outlined the implementation of interim administrative measures for the pre-export registration of relevant technologies. A representative from the Ministry of Commerce addressed inquiries from reporters, shedding light on the rationale behind the revisions, the inclusion of newly added technologies, the underlying policy considerations, and the requirements for registration management.
The proposed revisions encompass the addition of 40 pivotal technologies across three domains: artificial intelligence, biopharmaceuticals, and photovoltaics. Specifically, 14 technologies are earmarked for export prohibition, while 26 are designated for export restriction. The overarching goal of these revisions is to ensure lawful management of technology exports, mitigate potential risks, uphold international technological exchange and cooperation, and foster the secure and controllable advancement of science and technology.
