In line with China's Foreign Trade Law and the Regulations on the Administration of Technology Import and Export, the Ministry of Commerce and the Ministry of Science and Technology have announced plans to revise the Catalogue of Technologies Prohibited and Restricted from Export in China. The update will introduce 40 new technologies across three key sectors: artificial intelligence (AI), biopharmaceuticals, and photovoltaics. Specifically, this includes 23 AI-related technologies, such as large-scale language models, intelligent agents, and high-performance computing clusters; 5 biopharmaceutical technologies, including cutting-edge cell and gene therapies; and 12 photovoltaic technologies, such as polysilicon production processes. It should be noted that technologies already made publicly available through open-source platforms or academic publications will not fall under these new restrictions. The ministries have launched a public consultation period and will implement a pre-export registration system for the listed technologies to ensure compliance.
