According to information released on the MIIT's official WeChat account, the Ministry of Industry and Information Technology has recently unveiled the Implementation Plan for the 'Artificial Intelligence + Software' Special Action Initiative. The plan outlines that by 2028, there will be a substantial enhancement in the intelligence level within the software and information technology services sector. It sets a goal to nurture a series of advanced intelligent programming tools and development platforms, facilitating their adoption by over 20,000 software enterprises of a certain scale. Concurrently, significant strides will be made in the intelligent transformation of pivotal software, with a total of 100 intelligent technology upgrade projects implemented across software companies. Innovative software forms, exemplified by agent software, are expected to emerge rapidly, establishing 100 benchmark applications across critical industries. Furthermore, information technology services will experience a leap towards intelligence and value-driven directions, resulting in the creation of a range of in-depth industry application solutions and typical use cases. Positive strides will also be achieved in open-source community development, with the incubation of over five premium open-source projects. By 2030, the integration of artificial intelligence with the software and information technology services industry is projected to reach a new pinnacle, with key software undergoing comprehensive intelligent overhauls. Emerging business models such as intelligent programming, agent software, and intelligent services are poised to become new growth engines for the industry. China aims to establish several open-source communities and industrial clusters with global influence, thereby securing a dominant position in the global value chain.
