On May 20, the General Office of the Guangdong Provincial People's Government unveiled the Three-Year Action Plan for the High-Quality Development of Service Trade in Guangdong Province (2026-2028). This strategic blueprint is dedicated to vigorously promoting digital industries such as next-generation electronic information, networking and communications, semiconductors and integrated circuits, as well as ultra-high-definition video. Concurrently, it emphasizes bolstering support for research and development in digital technologies. The plan envisions nurturing a cadre of technologically sophisticated service enterprises, harnessing well-established industrial technologies to facilitate the export of standards and products, thereby elevating Guangdong's global competitiveness. Simultaneously, the plan outlines the establishment of a comprehensive open-source community for artificial intelligence and expedites the development of industrial innovation hubs, including embodied intelligence training facilities, Ascend ecological adaptation centers, and open-source HarmonyOS adaptation centers. Furthermore, it aims to propel the development of collaborative platforms such as the China-Singapore International Joint Research Institute and the Guangzhou Innovation Research Institute of the National University of Singapore, accelerating the processes of technological R&D and the industrialization of research outcomes. Additionally, the plan advocates for the advancement of high-tech ecological industrial parks, exemplified by the Shenzhen-Malaysia collaboration, and supports the holistic development of the industrial chain for software development, robotics, and other sectors in Qianhai.
