On March 27, 2026, during the 2026 Zhongguancun Forum, Beijing officially launched Version 3.0 of its comprehensive reform plan aimed at facilitating cross-border data flow. This plan is built upon the foundation of strengthening network data governance capabilities and introduces 27 pioneering measures spanning six primary areas. In the realm of industry applications, it zeroes in on six pivotal sectors: healthcare, artificial intelligence, intelligent connected vehicles, trade logistics, technology finance, and notably, commercial space. The overarching objective is to establish exemplary models by devising customized strategies for each industry, simplifying the compliant procedures throughout the entire lifecycle of data acquisition, processing, transmission, and trading, and propelling the growth of cross-border data flow from merely supporting isolated compliance endeavors to empowering the entire industrial ecosystem.
