According to the Shenzhen Municipal Government Work Report, by 2025, the added value of industrial clusters like artificial intelligence (AI) is projected to experience double-digit growth. Zhu Yun, the Deputy Director of the Shenzhen Municipal Development and Reform Commission, elaborated that during the implementation of the "15th Five-Year Plan", Shenzhen is set to further solidify its strengths within the AI supply chain. The city will prioritize the development of intelligent terminals and domestic computing capabilities, with the ambition of establishing "three pivotal hubs". The overarching goal is to ensure that, by 2030, the added value generated by advanced manufacturing industries surpasses 70% of the industrial output of enterprises above a designated size. Furthermore, strategic emerging industries are envisioned to constitute 45% of the city's GDP, while modern service industries are expected to make up 78% of the entire service sector.
