The Hangzhou Municipal Economy and Information Technology Bureau has unveiled the 'Three-Year Action Plan for Accelerating the Development of Hangzhou's Artificial Intelligence Terminal Industry (2025 - 2027) (Draft for Public Comment)' and is now inviting public feedback. This plan aims to bolster the availability of fundamental components like data, computing power, and algorithms.
Each year, up to five high-caliber open datasets will be chosen, with rewards amounting to 30% of the actual investment. The maximum annual reward for a single entity is capped at 1 million yuan, while high-quality multimodal open datasets can receive rewards of up to 2 million yuan.
The plan also emphasizes the expedited construction of a new computing power system. Eligible computing power facility projects will receive interest subsidy support. Additionally, a Hangzhou Computing Power Voucher, with an annual budget of 250 million yuan, will be introduced. This voucher will offer subsidies of up to 30% of the actual contract value to terminal enterprises that purchase intelligent computing power services and model services.
By 2027, the goal is to have established over 20 high-quality datasets, achieved an intelligent computing capacity of 100 EFlops, and nurtured more than 10 vertically applied large models with substantial industry impact.
