The Fujian Provincial Party Committee and Provincial Government of the Communist Party of China have released the Implementation Guidelines for Promoting High-Quality Urban Development. These guidelines aim to invigorate urban development by implementing tailored policies for each city, driving the expansion and quality enhancement of urban industrial parks, and committing to intelligent, green, and integrated development pathways. The focus is on reinforcing and upgrading key manufacturing industries while nurturing strategic emerging industry clusters such as optoelectronics, integrated circuits, and new energy. Additionally, the guidelines call for the planning and establishment of future-oriented industries, developing new-quality productive forces suited to local conditions. Efforts will also be made to advance intelligent construction, cultivate a modern construction industry chain, and facilitate the transformation and upgrading of the construction sector. New economic sectors such as the first-launch economy, silver-hair economy, low-altitude economy, cultural tourism, and marine economy will be actively developed, along with the creation of new consumption scenarios and formats. Xiamen will receive support for pilot projects aimed at building an international consumption environment, with accelerated efforts to create distinctive cultural blocks, nighttime cultural and tourism consumption clusters, tourism and leisure blocks, and intangible cultural heritage-themed blocks.
