On December 30, 2025, the National Development and Reform Commission, in conjunction with the Ministry of Finance, issued a joint notice. This notice clarified that in 2026, the policies aimed at promoting large-scale equipment renewal and facilitating the trade-in of consumer goods will remain in force. Among these policies, the government's vehicle purchase subsidy scheme will persist, albeit with some modifications to the subsidy rules. Specifically, the subsidy mechanism will transition from a fixed amount to one that is calculated as a proportion of the new vehicle's purchase price.

To elaborate, individual consumers who choose to scrap their old passenger vehicles and opt for new energy passenger vehicles will be eligible for a subsidy equivalent to 12% of the new vehicle's price, with the subsidy capped at a maximum of 20,000 yuan. Meanwhile, those who purchase fuel-powered passenger vehicles with an engine displacement of 2.0 liters or less will receive a subsidy amounting to 10% of the vehicle's price, not exceeding 15,000 yuan. Furthermore, the policy's scope extends beyond vehicles, encompassing various sectors such as home appliances, digital products, and smart devices.
