The Guangzhou Municipal Development and Reform Commission has officially opened the floor for public input on the 'Draft for the 15th Five-Year Plan for the Development of Modern Infrastructure in Guangzhou'. This strategic plan outlines the city's commitment to fulfilling both provincial and municipal mandates regarding general aviation infrastructure, by instituting a structured and categorized system for low-altitude takeoff and landing facilities. The envisioned system encompasses primary hubs for low-altitude takeoff and landing, secondary hubs, and tertiary (site) points, thereby constructing a 'holistic, multi-layered, three-dimensional, and extensively distributed' network for low-altitude flight services. Moreover, the plan envisages the establishment of several takeoff and landing bases, which will primarily cater to the needs of intelligent aircraft, including their takeoff and landing, energy replenishment, parking and transit, maintenance, and public testing. These bases will also be equipped to handle helicopter takeoff and landing operations.
