On December 9, 2025, Ofcom, the UK's communications regulatory authority, released a statement greenlighting a novel regulatory framework. This framework paves the way for the rollout of direct satellite-to-smartphone services within the frequency bands designated for mobile communications. The framework sets up a market access mechanism centered around license amendments. It specifies that mobile network operators have the option to apply for modifications to their existing radio spectrum licenses. By doing so, they can forge technical and commercial alliances with satellite operators, enabling them to deliver satellite connectivity services utilizing the existing terrestrial mobile communication spectrum. From a technical compliance perspective, Ofcom has crafted an interference coordination mechanism. This mechanism is primarily geared towards averting any harmful interference that direct satellite-to-smartphone services might cause to air traffic control radars and mobile networks in neighboring nations. Moreover, the framework solidifies a license exemption policy for regular smartphone users. These users will no longer be required to go through the hassle of applying for a separate radio station license when accessing such satellite signals.
