This morning (September 26, 2025), Nanjing witnessed the official rollout of China's inaugural regulatory framework for navigation safety in the realm of waterborne low-altitude logistics—the Guidelines for Navigation Safety in Low-Altitude Logistics Delivery Operations in the Nanjing Section of the Yangtze River (Trial).
These guidelines, structured across six chapters and 36 articles, lay down a holistic, all-encompassing safety management framework. This framework encompasses qualification prerequisites, operational management for delivery services, requirements for vessel coordination, and protocols for emergency management. By doing so, they address a significant void in the domestic safety management landscape specific to waterborne low-altitude logistics.
