On July 22, 2025, the Russian State Duma approved amendments to the Administrative Code by a vote of 306 in favor, 67 against, with 22 abstentions. These amendments designate the utilization of Virtual Private Networks (VPNs) and other proxy tools to access blocked websites as a potential criminal act. However, it remains ambiguous whether the penalties will exclusively target service providers or extend to individual users as well. Prior regulations solely prohibited service providers from offering such services without directly imposing penalties on individual users.
