The Shanghai Public Security Traffic Management Department has initiated a dedicated campaign to address irregular riding of non-motor vehicles. To enhance the management of couriers in the express delivery and takeout industry, the department has established the "Non-motor Vehicle Traffic Safety Management Information System for the Express Delivery and Takeout Industry." This system employs a 'green, yellow, red' three-color safety code management mechanism, leveraging data analysis and risk warning functionalities, which directly impacts riders' professional eligibility. New riders are required to possess a green code to commence their work, whereas riders with a red code will have their order-receiving privileges suspended and be placed on a prohibited list. Furthermore, the system evaluates the safety standards of enterprises and stations, and has already investigated and taken action against several stations and enterprises that have fallen short of their management responsibilities.
