On October 23, The Wall Street Journal, citing US officials, reported that US President Trump had called Elon Musk to demand the lifting of speed restrictions on the military version of Starlink services for Ukraine. Trump expressed this wish to his aides and allies this week and voiced dissatisfaction that the system's speed remained limited to around 100 miles per hour. After the call, the system's operation gradually returned to normal, though some Ukrainian officials stated that it had not fully recovered, with speeds having improved. US and Ukrainian officials indicated that the speed restrictions had prevented some Ukrainian military drones from effectively responding to Russian attacks. Michael Kofman, an expert at the Carnegie Endowment for International Peace, believes that lifting the speed restrictions would enhance Ukraine's striking capabilities and drone deployment. The White House responded by citing Trump's denial, as he had previously refuted claims of demanding speed restrictions on Starlink or knowing who issued the relevant orders.
