Many Windows users believe that shutting down and then restarting the computer is the most thorough way to resolve issues. However, Microsoft recently explained that under the default settings of Windows 11, performing a 'restart' often provides a fresher start for the system compared to 'shutting down and then powering on'. After enabling Fast Startup, 'shutting down' in Windows 11 does not fully end the system kernel session. Instead, it writes the kernel session and loaded drivers to a hibernation file, restoring this snapshot during startup to reduce boot time. In contrast, a 'restart' completely ends the kernel session without saving a kernel snapshot, initializing the kernel from scratch and reloading all drivers, making it more thorough.
