According to a report from The Atlantic magazine, which cited two 'close associates' of Ukraine's former Defense Minister Fedorov, Fedorov had endeavored to convince Musk through private channels, but his efforts proved futile. The report highlighted that Musk was apprehensive that such an action would exacerbate the crisis, leading him to withhold consent from Ukraine's request.
