The General Office of the Shanghai Municipal People's Government has released the "15th Five-Year Plan" for Energy Conservation, Carbon Reduction, and Circular Economic Development in Shanghai. This plan outlines a strategic approach to steadily and systematically advance the construction of green data centers. It advocates for the integrated application of cutting-edge technologies, including liquid cooling, high-efficiency servers, renewable energy sources, and AI-driven energy-saving and intelligent control systems. Additionally, the plan explores the feasibility of establishing undersea data centers in tandem with offshore wind power projects.
To ensure sustainable development, the plan imposes stringent controls on the entry of new data centers by elevating energy efficiency benchmarks. Specifically, it mandates that the energy utilization efficiency of newly built computing infrastructure must not surpass 1.2. Concurrently, the plan encourages energy-saving and carbon-reducing renovations of existing infrastructure, such as computing power facilities and communication base stations. By optimizing equipment selection and cooling architectures, the plan aims to continually enhance the energy efficiency per unit of computing power and information traffic, fostering a more sustainable digital ecosystem.
