The General Office of the Shanghai Municipal People’s Government has recently released the 14th Five-Year Plan for Energy Conservation, Carbon Reduction, and Circular Economic Development in Shanghai. The plan outlines a systematic and orderly approach to promoting the construction of green data centers. It advocates for the integrated application of cutting-edge technologies, including liquid cooling systems, high-efficiency servers, green energy sources, and AI-driven energy-saving intelligent control models. Furthermore, the plan explores the feasibility of constructing undersea data centers in tandem with offshore wind power projects.
In parallel, stringent access management measures will be enforced for newly constructed data centers. The energy efficiency standard will be elevated, ensuring that the energy utilization efficiency (PUE) of newly built computing facilities remains below 1.2. Additionally, energy-saving and carbon-reducing renovations will be undertaken for critical infrastructure components, such as computing power systems, communication base stations, and server rooms. Through optimized equipment selection and cooling architectures, continuous improvements will be made in the energy efficiency per unit of computing power and information traffic.
