Two departments in Liaoning Province have jointly released the "Implementation Rules for the Computing Voucher Policy in Liaoning Province." This marks the commencement of computing voucher subsidies, which are funded by provincial-level special funds for the digital economy, aiming to bolster the growth of the local artificial intelligence sector. As a digital policy instrument backed by provincial financial support, computing vouchers are designed to incentivize in-province demanders of computing power to procure compliant intelligent computing resources for practical applications. The policy outlines that subsidies of up to 30% will be granted, calculated on the actual contract amount for computing power, with an annual subsidy limit of RMB 2 million for any single entity. Should municipal or county-level computing power subsidies already be in place, entities can avail themselves of these additional benefits; however, the aggregate subsidy ratio must not surpass 30%. Moreover, the policy establishes specific criteria regarding the annual computing power procurement expenditures of applicants, the listed scale of intelligent computing power offered by providers, and registration prerequisites.
