On October 13, the Liaoning Provincial Department of Finance, in collaboration with the Liaoning Provincial Bureau of Data and Government Services, unveiled the Implementation Rules for the Computing Power Voucher Policy in Liaoning Province, marking the official commencement of a subsidy program designed to bolster the computing power sector. Financed by provincial-level special funds allocated for the digital economy, this initiative is geared towards accelerating the growth of Liaoning's artificial intelligence (AI) industry.
Computing power vouchers, a digital policy instrument underpinned by provincial fiscal support, will facilitate enterprises, medical institutions, universities, and research institutions within Liaoning to procure compliant intelligent computing resources. These resources are intended for a range of applications, including large-scale model training and inference, data labeling, and data analysis.
According to the policy guidelines, subsidies will be granted up to a maximum of 30% of the actual contract value for computing power services, with an annual subsidy ceiling set at 2 million yuan for any single entity. In instances where cities or counties within Liaoning already offer computing power-related subsidies, these can be combined with the provincial subsidy. However, the aggregate subsidy ratio must not surpass 30%.
To be eligible for the subsidy, applicants must demonstrate annual computing power procurement expenses of at least 250,000 yuan. Meanwhile, computing power providers are required to possess an intelligent computing capacity of no less than 50 PFlops and must be duly registered on the provincial computing power platform.
