The General Office of the Hangzhou Municipal People's Government has rolled out and put into action the 'Runmiao Plan.' This initiative is designed to offer comprehensive, companion-like support to propel the high-quality development of tech-driven startups. By 2027, the plan envisions nurturing 50,000 tech-based small and medium-sized enterprises (SMEs), along with 3,000 'up-and-coming' enterprises. Additionally, it aims to cultivate 20,000 high-tech enterprises, 300 'new eaglet' (young and promising) enterprises, and 100 leading technology firms. Furthermore, the plan seeks to annually draw in 350,000 university students under the age of 35. It also aims to boost the number of high-value invention patents per 10,000 people to 69, expand the city's entrepreneurial incubation spaces to a sprawling 10 million square meters, and ultimately forge a 'pyramid'-shaped enterprise hierarchy.
