On April 18, the Shanghai Municipal People's Government announced a suite of measures designed to foster private enterprise investment and steer private capital towards project development, operation, and management in sectors such as transportation, energy, and affordable rental housing. Concurrently, Shanghai will implement policies aimed at enhancing power system regulation capabilities, inviting private enterprises to venture into nascent areas like virtual power plants, vehicle-to-grid (V2G) interaction, and new energy storage solutions. Furthermore, the city supports private enterprises in contributing to green and low-carbon transformation initiatives, including the development of green fuels and circular economy applications, while also encouraging their participation in artificial intelligence infrastructure, specifically data and computing power. To facilitate private enterprises in renting intelligent computing resources for large-scale model R&D, training, and application, Shanghai will offer subsidies on computing power and promote collaboration between higher education institutions, research bodies, and state-owned enterprises in utilizing data storage and computing resources established by private enterprises.
