On September 10, news emerged that the U.S. General Services Administration (GSA) had revealed OpenAI's decision to discontinue a pilot initiative. This initiative had previously enabled government agencies to access its models at a nominal fee of merely $1 per year. In its place, OpenAI is introducing a pricing structure based on actual usage. Federal personnel will now be entitled to a 50% reduction from the regular pricing.

Back in August of the previous year, with the aim of boosting the adoption of its models, OpenAI became a participant in the GSA's OneGov marketplace. This platform serves as a conduit for federal entities to acquire AI software on a broad scale. Earlier reports indicated that the $1-per-year arrangement negotiated during the initial phase constituted the most substantial technology discount ever obtained by a government procurement division. The GSA reported that over the course of this period, 3.5 million federal employees utilized OpenAI's ChatGPT, leading to cost savings amounting to $1.4 billion.
