In July 2026, the Ministry of Human Resources and Social Security, in collaboration with the National Development and Reform Commission, the Ministry of Industry and Information Technology, and the National Data Administration, jointly released the Implementation Guidelines for Accelerating the Development of "AI + Human Resources and Social Security" Applications. This initiative aims to drive the widespread adoption of artificial intelligence within the human resources and social security sector, thereby fostering high-quality development in this domain. The Guidelines articulate a five-year strategic vision, starting with the establishment of foundational application infrastructure in 2026, followed by the widespread deployment of large-scale AI models and intelligent agents in 2027, and culminating in the realization of a comprehensive and innovative AI application landscape by 2030. Concurrently, the document outlines the development of key application scenarios across six critical areas and underscores the necessity of bolstering infrastructure in four key dimensions: platforms, data, algorithms, and ecosystems. Furthermore, it highlights the importance of strengthening organizational leadership, securing robust funding, and nurturing talent to ensure successful implementation.
