The Ministry of Industry and Information Technology, along with six other departments, has jointly released the Action Plan for Fostering Collaborative Development Among Large, Medium, and Small Enterprises in the Platform Economy (2026–2028). The plan advocates for platform enterprises to bolster their innovative strategies in AI domains, including general large models, industry-specific large models, and intelligent agents. It urges these enterprises to expedite the research and development of, and achieve breakthroughs in, cutting-edge technologies such as high-end chips, next-generation operating systems, and intelligent terminals, while also facilitating the validation, application, and widespread adoption of new technologies and products.
Furthermore, the plan supports platform enterprises in forming collaborative partnerships with small and medium-sized enterprises (SMEs), universities, and research institutions. Together, they are encouraged to apply for and undertake major national science and technology projects and key research and development initiatives, as well as to conduct joint research on critical technologies.
Additionally, the plan encourages platform enterprises to 'issue challenges' and SMEs to 'respond to challenges,' thereby guiding SMEs to concentrate on specialized technical fields. It also promotes the establishment of mechanisms for platform enterprises to augment their innovation investment, benchmarking against internationally leading enterprises to strengthen their capacity to ensure sustained investment in foundational, original, and disruptive technologies.
