Today, the National Data Administration unveiled the Implementation Plan for Fostering High-Quality Industry Dataset Construction, marking China’s first systematic national-level initiative to fuel AI development through data-driven strategies.

The plan zeroes in on three core pillars—supply, circulation, and application—of high-quality industry datasets, rolling out six targeted special projects. Key highlights include:

• Multimodal Dataset Expansion: A sustained push to build cross-modal datasets (text, images, audio, video) that align with AI application demands, enabling more sophisticated model training.
• Domain-Specific Dataset Acceleration: Prioritized development of datasets for cutting-edge fields like intelligent agents, embodied AI, and world modeling, addressing critical gaps in niche technologies.
• Localized Annotation Innovation: Encouraging regions with strong data ecosystems to pilot innovative data annotation zones, tailoring solutions to regional industrial strengths and policy frameworks.
