Recently, the Cyberspace Administration of China (CAC), the National Development and Reform Commission (NDRC), and the Ministry of Industry and Information Technology (MIIT) have jointly published the Implementation Guidelines for the Standardized Use and Innovative Progress of Intelligent Agents. This document is designed to put into practice the State Council's proposals for the Thorough Implementation of the 'AI Plus' Initiative, fostering the standardized use and innovative progress of intelligent agent technologies. Intelligent agents, as intelligent systems endowed with capabilities for autonomous perception, memory, decision-making, interaction, and execution, constitute a significant category of artificial intelligence products and services. With the swift advancement of new-generation artificial intelligence technologies, such as large language models, intelligent agents are rapidly integrating deeply with both cyberspace and the physical world, thereby profoundly transforming human production methods, lifestyles, and social governance models. The Implementation Guidelines outline that the development of intelligent agents must adhere to the core principles of being safe and controllable, standardized and orderly, innovation-driven, and application-centric. Additionally, it introduces four key strategies: First, strengthen the development foundation by enhancing the technological infrastructure and establishing standardized protocols. Second, maintain a security baseline by defining product standards, mitigating security risks, refining governance systems, and bolstering industry self-regulation. Third, enhance application orientation by presenting 19 exemplary application scenarios across domains such as scientific research, industrial development, consumption stimulation, people's livelihoods, and social governance. Fourth, cultivate an innovative ecosystem by encouraging industrial collaboration and intensifying application promotion efforts.
