They back independent innovation in key technologies such as algorithms, frameworks, and chips, while promoting the research and development of related technologies and the establishment of corresponding standards. Additionally, the exploration of electronic signature authorization applications is encouraged.

At the same time, service providers are motivated to broaden their applications in diverse fields, including cultural dissemination, child-appropriate care, elderly companionship, and support for special groups. The “Measures” also underscore the importance of enhancing public awareness of safety knowledge and relevant laws and regulations, guiding users to engage with these technologies in a scientific, civil, safe, and lawful manner, and boosting artificial intelligence literacy. Furthermore, efforts will be made to advance the construction of an AI sandbox security service platform, encouraging service providers to participate for technological innovation and security testing, thereby facilitating the safe and orderly progression of human-like interaction services.
