On March 18, the General Office of the Guangzhou Municipal People's Government issued the Implementation Plan for Fostering High-Quality Growth of the Artificial Intelligence Sector in Guangzhou. The plan capitalizes on strategic opportunities, such as the creation of a national pilot zone for next-generation AI innovation and development, to empower innovation entities. It encourages these entities to achieve pivotal technological advancements across the entire industrial value chain, utilizing approaches like "project bidding for leaders."

A key focus is on making significant strides in technologies related to the optimization of domestically produced AI computing chips and constructing an independent and manageable architecture for intelligent computing centers. Additionally, the plan delineates a phased "three-step" roadmap:

• By 2027: Achieve the "Six Ones" objectives, which encompass establishing robust AI policy frameworks and constructing a shared technology service platform.
• By 2030: Realize the "Tens, Hundreds, Thousands, Ten Thousands" leap, a strategy aimed at developing 100 specialized large-scale AI models and fostering the growth of ten thousand "AI+" enterprises.
• By 2035: Enter a new era of intelligent economic and social transformation, positioning Guangzhou as a preeminent national innovation and application demonstration center for the AI industry.
