On February 17, the China Academy of Information and Communications Technology unveiled the “Research Report on AI Governance (2025),” highlighting that China’s AI governance framework is set to reach a higher level of maturity by the end of 2025, with 748 generative AI services having successfully completed the necessary filing procedures. The report underscores that, in 2025, AI governance in China will be characterized by its small-scale, scenario-specific, and refined approach. An agile governance system is currently under development, aimed at establishing clear and consistent expectations for the advancement of AI technologies. Additionally, the report argues that given the rapid evolution of AI, the governance system must be more proactive, adaptable, systematic, and inclusive. This is crucial to ensure that AI technologies remain safe, reliable, and controllable, fostering a positive and synergistic relationship between high-quality development and high-level security.
