Meta Receives EU Warning: WhatsApp Must Be Open to Competitors' AI Chatbots

On February 9, the European Commission issued a formal notice, having preliminarily concluded that Meta has contravened EU antitrust regulations. By restricting third-party AI assistants from accessing and engaging with WhatsApp users, Meta is potentially obstructing competitors from entering or expanding their presence in the AI assistant market. On October 15, 2025, Meta unveiled an update to WhatsApp's terms of service, explicitly prohibiting third-party general AI assistants from accessing the platform. From January 15, 2026, onwards, WhatsApp will exclusively feature Meta's proprietary tool, Meta AI, as the sole AI assistant, effectively blocking competitor products. In light of these developments, the European Commission plans to implement interim measures. These measures aim to avert any serious and irreversible damage to the market, pending Meta's response and the exercise of its right to defense.
