The People's Government of Guangdong Province has unveiled the Construction Plan for the National Digital Economy Innovation and Development Pilot Zone in Guangdong Province (2025-2027). This strategic blueprint aims to foster the robust growth of the platform economy by constructing a vibrant ecosystem. The plan encompasses comprehensive surveys of platform enterprises, the establishment of a provincial-level database for these entities, and the exploration of their untapped potential within niche sectors. Moreover, it emphasizes the active cultivation of technology-driven innovation platforms in cutting-edge domains such as artificial intelligence (AI) and Web3.0.

In tandem with these initiatives, the plan advocates for guiding platform enterprises to establish equitable basic commission standards for small and medium-sized merchants, along with flexible commission rate structures for freelancers, in strict adherence to legal frameworks. This approach is designed to bolster the protection of rights and interests for both small and medium-sized merchants and workers engaged in emerging employment forms. Furthermore, it aims to harness the pivotal and catalytic role of platform enterprises in driving innovation, fueling consumption growth, and stabilizing employment.

By 2027, Guangdong envisions transforming itself into a globally renowned epicenter for digital economy development. The province aims to achieve a scenario where the added value of core digital economy industries surpasses 16% of its GDP, the core AI industry scales up to exceed RMB 440 billion, and over 60,000 industrial enterprises of a certain scale have embraced digital transformation.
