According to four informed sources, senior White House officials are exerting pressure on members of Congress in an attempt to eliminate clauses within the annual defense policy bill that would impose restrictions on the export of artificial intelligence chips to certain countries. Leading this initiative is David Sacks, the White House's director overseeing artificial intelligence and cryptocurrency matters, who is backed by the White House Office of Legislative Affairs. Their collective efforts have substantially diminished the chances of these restrictive provisions making it into the final defense legislation.
White House representatives have reached out to influential lawmakers to voice their opposition to the bill. The contentious provision would mandate chip companies to prioritize meeting the procurement demands of U.S. customers and would offer an export license exemption for entities deemed 'trusted'. Earlier, Jensen Huang, the CEO of NVIDIA, successfully persuaded key U.S. government officials that excluding the 'Securing National Access to Artificial Intelligence and Innovation Act' from the final version of the 'National Defense Authorization Act' would be advantageous for NVIDIA.
