According to CICC, 2025 marks the culmination of the fuel cell subsidy policy within the 14th Five-Year Plan period. Presently, only the Beijing-Tianjin-Hebei metropolitan region has met its promotional targets for fuel cell vehicles (FCVs). In contrast, the cumulative completion rates of Shanghai, Guangdong, Zhengzhou, and other Hebei urban agglomerations fall short of 75%, posing a significant challenge for full compliance by 2025. To secure target attainment, multiple regions, including Hami in Xinjiang, Luliang in Shanxi, Jiyuan and Puyang in Henan, Cangzhou in Hebei, and Dalian in Liaoning, have recently endorsed their participation in these metropolitan clusters. Furthermore, local governments have consolidated subsidies and supporting funds, offering premium hydrogen resources and practical application scenarios. The expansion of these urban agglomerations is likely to continue, with the possibility of adjustments or delays in the promotional targets of the original clusters. Given the ambiguity surrounding policies, the number of FCVs promoted in 2025 remains uncertain. Nonetheless, CICC forecasts that FCV sales will range from 6,300 to 7,000 units in 2025, signifying a steady annual growth rate of 17% to 30%.
