The General Office of the Communist Party of China (CPC) Central Committee and the General Office of the State Council have jointly issued the "Special Action Plan to Boost Consumption." This plan emphasizes the need to ease unreasonable consumption restrictions, fostering a transition in auto consumption management from purchase-centric to use-oriented. Additionally, it aims to address the long-standing challenge faced by carless families who have repeatedly failed to secure license plates through lotteries. The plan urges local governments to revitalize traditional folk consumption activities, ensures equitable participation of all business entities in social group procurements, and strictly prohibits the imposition of unfair procurement thresholds such as ownership requirements and merchant ratings.
