On November 4, five departments jointly issued the Action Plan for Implementing the Comprehensive Conservation Strategy, which proposes to accelerate improvements in resource utilization. The plan calls for advancing the comprehensive utilization of bulk solid waste in industry, urban areas, agriculture and forestry, and other fields with greater quality and efficiency; strengthening tailings recovery and improving the classification and grading management system; improving the refined and standardized recycling network for industrial and consumer waste; enhancing the recycling and utilization of "urban minerals" such as scrap steel, end-of-life motor vehicles, and waste electrical and electronic products; promoting the recycling of solid waste from the "new three" products, establishing a full life-cycle management system for new energy vehicle power batteries, and improving regulations on the decommissioning and scrapping of wind power and photovoltaic equipment; laying out rare and precious metal resource recycling projects and advancing the recovery and high-value utilization of valuable components; and promoting the recycling of waste plastics and waste textiles. By 2030, the annual utilization volume of bulk solid waste is expected to reach approximately 4.5 billion tons.
