On October 23, the closing ceremony of the 2026 World Intelligent Connected Vehicles Conference was held in Beijing. The conference was jointly hosted by the Ministry of Industry and Information Technology, the Ministry of Transport, and the People's Government of Beijing Municipality. During the event, the report titled "Research on the Governance System Framework for the Intelligent Connected New Energy Vehicle Industry under the New Situation" was officially released. Led by the Equipment Industry Development Center, the report was compiled through a year-long collaborative effort involving 13 entities, including Vehicle companies (vehicle manufacturers), technology companies, and academic institutions. The report establishes a governance system framework for the intelligent connected new energy vehicle industry, encompassing seven key elements: governance objectives, principles, objects, subjects, tools, mechanisms, and outcomes. Its governance scope extends beyond traditional vehicle products to include algorithm models, charging and battery swap facilities, and software upgrade systems. The governance framework also covers the entire product lifecycle to meet the demands of rapid technological iteration.
