On October 10, four departments, including the Ministry of Industry and Information Technology, collaboratively released the "Notice on Further Strengthening the Management of Innovative Design, Research and Development, Testing, and Validation of Automotive Products (Draft for Public Comment)." This initiative aims to enhance the safety performance of automotive products and foster high-quality development within the automotive industry. In terms of access management for innovative design, the notice stipulates that, commencing January 1, 2027, newly declared products incorporating innovative design elements are required to report their technical parameters related to innovative design. Furthermore, they must strengthen safety and environmental protection assessments in compliance with the "Technical Guidelines for Innovative Design of Automotive Products." Products that fail to undergo the necessary testing and validation, have insufficient testing and validation, or provide false information will not be approved for announcement. Products that have already been announced must submit relevant technical parameters and validation materials by July 1, 2027. If safety hazards are identified after this deadline, production should be suspended, and a recall should be initiated. Additionally, the notice explicitly forbids the use of fully concealed door handles and the adoption of foldable or flexible displays. It mandates that all related innovative designs undergo thorough testing and validation to ensure their safety and reliability.
